The purpose of the DHSC was reviewed for the benefit of new attendees.
If anyone has an interest in participating in a particular Consortium goal, please let DHSC Co-Chair Jack Greenhalgh know of your interest. Additional goal areas are always welcome. Eight new people attending the meeting agreed to become participants on a number of goals.
Catherine Giordano has stepped down as co-chair of the DHSC. The Consortium sincerely appreciates the very significant contribution that Catherine has made since its inception.
The next full meeting will be held in November with a location to be determined. It is the intent to secure a venue large enough to handle everyone who wishes to attend, including colleagues. At the November meeting, the Open Space Technology method of conducting a meeting will be tested. The goal leader or a representative should be present at the November meeting.
It has been suggested that the DHSC may want to create focus areas regarding modeling/simulation and robotics/UAV. The purpose and function of such a focus group has not been defined. Feedback is welcome.
A presentation on the Commonwealth of Virginia Homeland Security Foundation (CHSF) was given by Delegate Scott Lingamfelter. CHSF is working with industry to accelerate research into applied solutions. The presentation will be posted on the PentagonSouth website (

Education and Training
C1-Identify Skill Needs: The marine design drafting curriculum has been implemented through Career and Technical Education in the Virginia Beach City Public Schools. Opportunities on the Peninsula and other areas will be explored. Curriculum has also been implemented at Old Dominion University.
A new structure is being evaluated that would display industry specific education and training needs and available sources that meet that need. The objective is to identify needed training that has no matching local source. This information would facilitate communication with the industry and educational sources to develop priorities and cost-effectiveness analysis.
C2-DHSC Seminar: Don Bradway announced that there was still room to sign-up for the
seminar series starting September 9, 2008 at the Peninsula Workforce Development Center. There are 22 people scheduled to attend that series. The 2009 spring seminar will be held at the Advanced Technology Center in Virginia Beach starting February 10, 2009.
C3-Internships/Apprentice Programs: The group is focusing on awareness within the business community. The K-12 guidance counselors will be the focus for this awareness. Best practices will be identified within the Richmond area.
C4-Education Awareness: Goal is to have a web based listing/graphic of all training opportunities within the area. Volunteers with training experience are needed to assist in identifying the training programs within the Hampton Roads area.
Business Environment
A2-Mentor/Protégé: Focus will be on identifying companies that already have an existing relationship but are not participating in a mentor-protégé program. DHSC would encourage and help make that happen.
A3-Skills Matching: The challenge is how to connect employees looking for job opportunities with the employment needs of area businesses, especially linking exiting military to jobs in our industry. Currently, IdealHire has deployed a database solution to match the needs of businesses with the skills of potential employees and DHSC is working with them to adapt their technology to better meet our industry’s needs. Procedures are in being implemented by the military’s Transition Assistance Programs at all local bases (all services), Opportunity, Inc. and the Peninsula Council for Workforce Development to encourage job applicants to register on the IdealMilitaryHire website.. Ten area companies are working on tailoring the database structure to identify the specialized skills needed by our industry.
A Virginian-Pilot advertorial handout which focuses on recruiting applicants for jobs in the defense and homeland security industry was distributed. A4 & A5-Identify Contract Opportunities and Identify Potential Teaming Partners: These two goals are related due to the challenge of identifying all companies in the area. This will not duplicate other current systems already in place within the industry. The focus is identifying companies and their capabilities. One program that relates to this is the recent deployment of the SEASPORT-e Portal, for which free demos are available from Analytic Solutions.
A6-Online Directory: Identification of companies is critical to accomplish many of the other goals. Additional volunteers are needed.
Networking Environment
B1-Networking Calendar: Members have the ability and are encouraged to add events directly into the HRTC calendar of events.
B2-Open Space: The Open Space Technology (OST) method of conducting a meeting will be tested at the next full meeting in November. This method allows for more active discussion of the group, encouraging engagement and fueling the goals of DHSC. Additional information on OST can be found at
www.bothworldsconsulting.com . The use of online groups/forums is being explored to enable easier contact between meetings for sub-goal participants. Teleconferencing is also being considered to reduce travel times.

The “High-Impact Firms: Gazelles Revisited” release from the Small Business Administration was mentioned. This is available on the PentagonSouth web site. This reports states that Hampton Roads has the highest percentage of rapidly growing “gazelle” firms of any major metropolitan statistical area in the nation.

Dave Storey provided an update of the Sub Goal on the Mentor Protégé Program (Sub Goal A2). It is the recommendation that mentors should be the primary focus. The challenge is to find the mentor-protégé within the company. If the focus is on the top 12 companies, this will include 80% of the potential mentor companies.
The skills matching committee continues to work with IdealHire Technologies to match employee skills with employer needs. Ten companies have been selected to identify particular skills to include in the database. The Peninsula Council for Workforce Development and the Virginia Employment Commission will assist with the deployment. (Sub Goal A3).
The company directory initiative is greater than a volunteer effort because of necessary financial resources. There is an opportunity to submit a proposal to OppInc. for the development of a company directory. Missy Blankenship will take the lead. Additional volunteers for this subcommittee are needed. (Sub Goal A6)
Suzanna Stephan discussed the Open-Space Technology as a vehicle to allow DHSC members to focus on an activity of interest. Yahoo groups can be utilized for each goal area. Instructions for setup will be distributed. (Sub Goal B2)

A new format for the goals document has been developed and distributed to match the
website.
Open Space Technology is a vehicle to allow people to contribute ideas in a larger meeting format. It was suggested in the full DHSC meeting, we may wish to break into subgroups and discuss individual goals. This will be tested with the full meeting in November 2008. A new goal will be added with Suzanna Stephan as the lead. It will be B2: Implement Open Space Technology for DHSC Full Meetings and an on-line collaboration process.
Company sponsorship of the DHSC meetings was discussed. The steering committee determined that there should be no company sponsorships.
Doña Storey provided an update of the Sub Goal on the Mentor Protégé Program (Sub Goal A2). Suggested future initiatives included briefing for small companies, hosting a meeting in Northern Virginia for government agencies and mentors (approximately 20 agencies and 20 primes), identifying major program managers in Hampton Roads and holding an event to match mentors and protégés.

A new goal on the technology transfer of non-proprietary emerging products and technologies was suggested. It was determined the DHSC has too many active initiatives at this time to move forward with this new goal.
The “Gazelle” report distributed by the Small Business Administration was discussed. Missy has prepared a
press release, and this will be posted on the website and generated within local media outlets and business entities. There are approximately 1700 “Gazelles” in the area. CCR lists over 4500 active defense related companies. It is difficult to identify the “Gazelles” as individual businesses. It was proposed to develop a marketing brochure that identifies the expertise in the area. This brochure could be developed in conjunction with HREDA.
David Burt continues his work on the internship and apprenticeship programs. (Sub Goal C3)
It is difficult to stratify the education needs of individual companies and to identify specific training needs that are not being satisfied by existing programs in Hampton Roads. The committee is attempting to assist the educational institutions with defining the industry’s needs. Also assisting will be Joe Moore, the Hampton Roads GMU PTAC representative, Mike Dugan of ODU and David Burt of AMSEC. GMU has an extensive list of available programs focused on the defense sector and is willing to present some of these in Hampton Roads, if there is a need.

Representation from industry associations is being sought in order to avoid any duplication of efforts and increase dialogue amongst the different organizations. Joseph Yurso of QED Systems, representing the Hampton Roads Chapter of the Association of Naval Engineers, was in attendance at the meeting. Josh Jackson of SAIC will represent the National Defense Industrial Association of Greater Hampton Roads. Representation from AFCEA and others is expected in the future.
Some of the goals have been reworded and the updated list is attached. This is the same list that was handed out at the last Full Meeting in May. Major goals are lettered A to E and Sub Goals under each Major Goal are numbered. If there are suggestions for additional rewording, please send the suggestions to Jack Greenhalgh. While Goal D and E sound similar, they are different. Goal D is focused on attracting additional contracts and work for the DHSC companies. Goal E is focused on attracting new DHSC related companies to the area.
The Incubator Sub Goal Committee (Sub Goal A1) is scheduled to meet this Thursday.
Doña Storey has assumed leadership of the Sub Goal on the Mentor Protégé Program (Sub Goal A2). She gave a presentation on the Mentor-Protégé Program. The presentation is attached to the notes. Based upon guidance provided by the Steering Committee, Doña will meet with the Sub Goal committee volunteers to develop a plan for how to move forward. The approach is expected to cover all federal programs, not just DOD.
The On-line federal contractor directory planned for the HRTC Website was discussed (Sub Goal A6). It was the intent to have only static company information on the HRTC Website. Tim Early will explore other software options to allow direct input of company information. Additional Sub Goal Committee work needs to take place to define the best approach for and the needed functionality of this directory.
Don Redinius of IdealHire Technologies provided a presentation on the program offered by the company to match employee skills with employer needs. The presentation is attached to the notes. This could be beneficial to the DHSC companies as they seek employees. Additional Sub Goal Committee work will be done on this initiative (Sub Goal A3).

A session will be added focused on the government buyer’s perspective in the DHSC contracting environment. Al Diaz, previously a US Navy Supply Corps Rear Admiral, Contracting Officer at JFCOM and now VP for Corporate Contracts, is the presenter for this new session.
It was decided if requests are received by people looking for jobs, then they should be referred to the HRTC Website.
Holly Graning of the Hampton Roads Military and Federal Facilities Alliance provided an update on the Outlying Landing Field for Oceana. The Steering committee agreed to send a letter of support for the proposed sites and forward on to the executive committee of the HRTC for action.
