DHSC Full Meeting
12 MAY 08

A volunteer selection form was distributed.  Members are asked to review and designate their area of interest.

Future full group meetings will be used to provide brief committee updates.  Full meetings will normally be every other month except during the summer.   The next full meeting will be in September.

Education and Training
Opportunity, Inc. and the Peninsula Council for Workforce Development gave a presentation (found here) on their respective activities.  The WIRED (Workforce Innovation in Regional Economic Development) grant was reviewed.  This $5 million, 3-Year grant is utilized to retool the local community as it faces economic challenges.

Industry identified a workforce need for ship design employees, so working with the Virginia Beach City Public Schools, a marine design drafting curriculum will be implemented through Career and Technical Education.  Opportunities on the Peninsula and other areas will be explored.

The seminar series will be offered on the Peninsula, in cooperation with the   Peninsula Council for Workforce Development, starting in September of 2008.  The seminar will continue to be offered at a location on the Southside during the Spring of 2009.

Business Environment
The stakeholders for the incubator initiative are being organized to meet in the future.

Doña Storey is assuming the lead role in the Mentor Protégé initiative.  A revised plan for continuing that program will be presented to the Steering Committee at the June 9 meeting.

Preliminary meetings have been held with IdealHire (http://www.idealhire.com) to discuss opportunities to match the workforce with available jobs in the defense sector.

The PentagonSouth Website has the ability to enter company information, currently without charge.  This could be a first step towards having a location to identify the companies in the defense and homeland security industry that are operating in Hampton Roads with general information of their specialties and with links to their own websites and contact information for business development and recruiting. Networking Environment
Members have the ability and are encouraged to add events directly into the HRTC calendar of events. (instructions found here)

PentagonSouth Awareness
In the past, the Cyber Defense Challenge has been conducted on the West Coast.  Josh Jackson is exploring opportunities to hold an East Coast challenge.  Contact Josh if you have an interest in assisting.  (contact info found here)

Other Discussion
Frank Roberts of the Hampton Roads Military and Federal Facilities Alliance (http://www.hrmffa.org) provided a brief overview of this organization.  Members are encouraged to review the Mayport, Florida EIS. (http://www.mayporthomeportingeis.com)  because this outcome could adversely affect the Hampton Roads area.  The outlying landing field study in progress with the NAVY could have significant impact on the Hampton Roads area.

The ModSim Conference  (http://modsimworld2008.com) will be held in September at the Virginia Beach Convention Center.

Agenda Review

The format of the full meeting was discussed.  It is difficult to have an interactive discussion in the full meeting due to the size of the group.  Suggestions are welcome on how to improve the productivity of this meeting format.  The lead of each action item needs to be prepared to update the full group meeting.  If the lead cannot attend, they are responsible for finding someone to make the report.  An effort will be made to follow up with key members regarding their attendance at meetings.

The DHSC will identify a limited list of key individuals that are uniquely important to the success of each meeting.  Two weeks before each meeting, the RSVP status of each of these will be checked and, if not recorded, additional follow-up action will be taken to confirm their attendance or the name of their designated substitute. 

The next full group meeting will be held in Suffolk on May 12, 2008.  Briefings by Opportunity Inc. and the Peninsula Council for Workforce Development are proposed for the May meeting.  Following the May meeting, the next full group meeting will be held on September 8, 2008, potentially in Hampton.

Individual organizations are encouraged to add events to the HRTC Website.  Instructions to accomplish this will be added to the Website at www.PentagonSouth.org.

Other area professional associations, such as ASNE, AFCEA and NDIA, should be invited to serve on the Steering Committee, as TASC has done from the beginning.   Assignments were made for individuals responsible to contact the associations to request their participation.

DHSC Full Meeting

Virginia Beach, Chesapeake, Hampton, Newport News, Norfolk and Suffolk are the current sponsors for the DHSC.

It was emphasized that progress on goals depends on having volunteers to work on them.  By having many volunteers, we can keep the individual level of effort small but still accomplish significant things.  Volunteers can contact Rick Lally, Jack Greenhalgh or Catherine Giordano.

Three new goals have been established. They are to improve the visibility of contract opportunities, the visibility of company capabilities and to attract a Cyber Defense Challenge to Hampton Roads.  We also clarified the existing job matching goal to be focused on creating greater visibility of employers rather than specific job openings.

DHSC was highlighted on the Hearsay with Cathy Lewis radio show on WHRV 89.5 on 5 March.  It is available as Pentagon South Podcast via iTunes or the WHRV website.

Don Miller of Analytic Solutions gave a presentation on the SEAPORT portal capability being made available to the industry.  A demonstration is available at www.seaport-eportal.com using “demo” as both user name and password.

Jack Greenhalgh discussed the intent to work with the Peninsula Council of Workforce Development to pilot some initiatives related to DHSC goals.

A preliminary list of candidate protégé companies has been created by Joel Nied and it will be circulated for refinement.

Steering Committee Meeting Notes

The role of the Steering committee was reviewed. The committee consists of the economic development sponsors, educational institutions and groups’ and organizations’ representatives and the lead of each goal area.

Financial commitment has been received from the cities of Chesapeake, Hampton, Newport News and Virginia Beach. Suffolk had previously indicated their intent to be a sponsor, and Rick Lally will follow-up on that sponsorship. 

The Steering committee decided to charge $10 per person for the lunch meeting of the full DHSC. This is in response to the positive interest received at the last meeting and to reduce the financial commitment of the economic development organizations to sponsor the lunch meetings. Every effort will be made to accommodate all companies and volunteers wishing to attend the full DHSC meeting. HRTC will collect the registration fee and reimburse the economic development organizations the $10 per attendee. The economic development organizations will continue to host the steering committee meetings with no subsidy from committee members.

Welcome and Introductions

Jack Greenhalgh, co-chair, provided an overview and history of the Defense and Homeland Security Consortium (DHSC).

Missy Blankenship reviewed the new marketing concept of “PentagonSouth” and the associated marketing of Hampton Roads as a regional superpower, nurturing growth of business related to defense and homeland security. The new website www.PentagonSouth.org, part of the HR Technology Council’s website www.HRTC.org, was reviewed regarding the information that will be posted and available. Names and contact information of DHSC meeting participants will be posted on the website. If participants do not wish to have their information posted, please contact Ms. Blankenship.

Mr. Greenhalgh reviewed the Frequently Asked Questions document. The document was distributed and is posted on the website.

John Fedkenheuer, SBA, and Kynn Harned, AMSEC LLC, briefed the approach taken to select initial criteria for selected potential protégé candidates for coaching.  A goal of creating two new protégés in Hampton Roads within one year was set.

Introductions

Agenda Review and Background
DHSC is industry-driven as an outgrowth of Virginia Beach Economic Development, now expanded to region-wide effort to enhance economic development. There is already significant awareness that Hampton Roads is home to a very substantial shipbuilding and repair capability.  There is not such awareness locally or elsewhere in the federal government or the industry that supports it that Hampton Roads is now also home to a very large capability in information technology, engineering and technical solutions, training and a wide variety of other high technology services and products.  In the last twenty years, this region has steadily changed from having small field offices of larger companies located elsewhere to a major sources of systems integration, analysis, innovation, solutions and services across multiple disciplines.  The Consortium's purpose is to  increase visibility of this new powerful capability in order to enhance the business opportunity for companies in this emerging industry, especially supporting the continued rapid growth of those companies that are already here.

Structure and Role of Steering Committee

•Larger meeting will be to report status update and recruit additional people to assist with new initiatives
