Short Title: Identify contract opportunities
Background and Objective of Goal:
There are extensive opportunities for Hampton Roads’ small businesses to provide services to prime contractors, local and otherwise. Small businesses often have difficulty identifying these opportunities. Government contracting practices often give primes very little time to identify companies needed for work they are bidding. The matching of these companies sometimes needs to happen before the specific contract is known. Even when the contact is already awarded, the short time to respond to task orders solicitations makes it difficult for primes to find the right small business sub-contractor that has the skill needed for that task. Hampton Roads could benefit from a web based database that listed the capabilities of local companies.

A new initiative by Analytic Solutions LLC to link companies to specific procurements under the SEAPORT contract is a significant step. An online demo of their SEAPORT Portal is available at their Web site (www.seaport-eportal.com). Use user name “demo” and password “demo”. Consideration is being given to expanding this system to cover other contracts.
